That is not a setting. It is how the system is built, because it is how the work actually runs — and it is the rule that stops a container of the wrong carcases arriving on site.
Every area carries its own permission and its own level: someone can read the pipeline without changing it, work the supplier orders without seeing the margin, or approve a price without being given the run of the company. A refusal is enforced on the request, not on whether a button was drawn.
Signing off a price is separate from administering the system. Whoever manages the accounts is not automatically the person who approves what a client is charged — those are different jobs, and they stay different here.
